Facing habitual raiser while in BB

Playing 6max 25nl. Everytime I'm in the BB the button raises religiously,EVERYTIME. Only time he didn't is when somebody moved in preflop, otherwise raised when there were limpers or when it was folded to him. Of course it's the correct play for him because he's on the button.

Anyhow I'm sick and tired of this guy stealing my BB so I reraise with AdKd and he calls. Flop is 852 rainbow. I check and he makes a pot size bet, I fold. Again I'm in the BB,he raises,I call with 99 and go heads up to the flop. Flop is all overcards,I check,he bets,I fold.

What I want to know is how can I improve my play from the BB when faced with a habitual raiser when most of the time they're rasing with air. I know I'm ALWAYS going to be out of position after the flop. Should I 3bet more? Should I lead out when I have a big pocket pair?

Any thoughts are much appreciated.
