When there is a raiser under the gun in late in a MTT, and you are UTG+2 with 30 BB, is a min raise too small even though the initial raiser bet 4 BB to open.

If I have KK and I see a 4 blind bet in early position I am jumping up and down. In my experience a 4 blind bet in early position indicate a strong but vulnerable pair like TT of JJ. Your goal should be to size your bet so that villain will be inclined to push all in with those hands. You want your chips in the pot preflop and are ok if AQ> folds. If he made it 4 blinds I make it at least 12. 14 blinds seem about right. If he has 30 blinds he will push or fold.

I think you should be 3 betting way lighter at micros against lagtard for value. try playing a game pre flop where you dont call ever, you 3 bet or fold.

It depends on the stack sizes, but I would size the bet to get UTG's money in PF......

I agree with Red. This bet size screams of "I have a hand I have to play but I really don't want to play it against anyone".

I am going to put in about 12 BB here and hope villian thinks they have some fold equity and get out of line. If stacks are deeper, I'd probably make it a little less and try to induce a 4 bet.

One thing you can't get too concerned over is if villian folds to your 3 bet. You're still winning a decent pot that increases your stack around 20%.
