3 betting

I
like alot of the concepts of the book, the one I wasn't using, and am
still having trouble with is 3-betting. I was playing in a 2/5/10 game
that is weird because there is almost always a raise preflop, but
rarely is there a three bet. When there is sometimes it still creates
4-5 handed pots. In a game like this should I still use the 3-bet?
